Mandatory electric scooter insurance from 16 July 2026: what is changing and how to comply

From 16 July 2026, all electric scooters circulating in Italy must be covered by mandatory third-party liability insurance.
Electric scooter third-party liability insurance covers damage unintentionally caused to people, vehicles or other property while using the scooter.
To comply with the new rules, the electric scooter must also have an identification plate linked to the insurance policy.
Electric scooter insurance: what is changing at a glance
From 16 July 2026:
- third-party liability insurance becomes mandatory for electric scooters circulating in Italy;
- the insurance policy must be specifically designed for the electric scooter;
- the insurance cover must be linked to the vehicle’s identification plate;
- third-party liability insurance covers damage caused to other people;
- the motor insurance policy of another vehicle or a general family liability policy does not replace the mandatory electric scooter insurance.
Anyone who owns an electric scooter must therefore check that they have both the identification plate and third-party liability insurance that complies with the new requirement.
Is insurance mandatory for electric scooters?
Yes. From 16 July 2026, electric scooters circulating in Italy must be covered by mandatory third-party liability insurance.
The requirement applies to the vehicle used on public roads and cannot be met through a general insurance policy. The policy must be specifically designed for the electric scooter and linked to its identification plate.
Who must insure an electric scooter?
Anyone who owns and uses an electric scooter on Italian roads must comply with the new requirement.
The obligation therefore also applies to people who use their electric scooter only occasionally, for short journeys or to travel to work, school, university or public transport.
What does electric scooter third-party liability insurance cover?
Electric scooter third-party liability insurance covers damage unintentionally caused to other people while using the vehicle.
For example, the insurance may apply when the rider:
- hits or collides with a pedestrian;
- collides with a bicycle or another electric scooter;
- damages a car, including a parked vehicle;
- damages objects or property belonging to other people;
- causes an accident resulting in physical injury to another person.
When an event is covered by the policy, compensation is handled by the insurance company within the limits, insured amounts and conditions established in the contract.
Identification plate and insurance: why are they connected?
The identification plate makes it possible to uniquely identify the electric scooter and link it to the corresponding third-party liability insurance policy.
To insure the vehicle correctly, it is therefore necessary to:
- request the identification plate;
- use the corresponding code when taking out the insurance policy;
- check that the insurance cover is linked to the correct electric scooter.
The identification plate is not optional: it is the reference used to identify the insured vehicle and verify that insurance cover is in place in the event of an inspection or accident.
Does motor insurance also cover an electric scooter?
No. Motor third-party liability insurance covers the vehicle identified in the insurance contract and cannot automatically be extended to an electric scooter.
To comply with the new requirement, it is necessary to take out third-party liability insurance specifically designed for the electric scooter and linked to its identification plate.
Already having an insured car does not mean that you are automatically compliant when using an electric scooter.
What happens if you ride without insurance?
From 16 July 2026, anyone using an electric scooter without third-party liability insurance will not comply with the mandatory insurance requirement.
In addition to the consequences established by law, the most significant risk concerns damage caused while riding. Without a valid insurance policy, the rider may be required to personally cover the costs arising from an accident.
How to insure an electric scooter
To comply with the new rules, you must follow a few steps.
- Request the identification plate: obtain the plate that identifies the electric scooter. The corresponding code will be needed to link the vehicle to the insurance policy.
- Collect the required information: the owner’s or policyholder’s details, information about the electric scooter and the identification plate code.
- Take out specific third-party liability insurance: the policy must be designed for electric scooters and comply with the mandatory third-party liability requirement for road use.
- Check who is allowed to ride the vehicle: when the electric scooter is used by several members of the same family, it is important to check whether the policy covers any rider or only the person named in the contract.
- Consider additional cover: assess possible insurance cover for the rider, theft, damage to the electric scooter or other personal requirements.
How much does electric scooter insurance cost?
The cost of electric scooter insurance may vary depending on the insurance company, the contractual conditions and the cover selected.
To determine the actual cost, it is therefore necessary to request a quote based on the characteristics of the electric scooter and the needs of the person using it.
